An American in The Netherlands balks at being “GILTI” for living abroad

Dear Congress,

I've been living outside of the United States for 12 years. I've started a family and own a home and a small business in my adopted country, The Netherlands. 

I spend one month a year in Buffalo, New York, with my family, but other than that, I'm a full-time, passport-holding, foreign-language-speaking dual citizen of another country, where I do all my work.

I have no US-based income, but the IRS still treats my business like a tax evader with the punitive GILTI (guilty) tax. 

My foreign home, purchased with foreign income, that I paid foreign taxes on, is still subject to US taxes.  This is an incredible administrative and fiscal burden on me, and a problem that is completely avoidable and unique to the United States.

Please change these laws to target those who are actually intent on subverting US tax law instead of creating blanket laws that penalize small, clumsy, or ignorant taxpayers abroad. The punishment is disproportionate to the ‘crime’ of moving abroad.
